        <![CDATA[<p><strong>Attention All Registered Montclair, NJ  March 25, 2012 Seminar Participants:</strong></p>

<p>Due to situations beyond the control of the Atlantic District Officiating Program, the <strong>Montclair seminar scheduled for March 25th, 2012 has been moved to April 1, 2012</strong>. We apologize for any inconvenience this will cause but this situation cannot be avoided.  All registration for the March 25th seminar have been moved to the new date and you will not need to re-register to attend. Unfortunately, we will not be able to schedule any other spring seminars for the Atlantic District other than the Aston PA, and now the Montclair NJ both on April 1, 2012.<br />

        <![CDATA[<p>On January 18, 2012, the AAHA Officiating Program held a winter meeting in Trenton, NJ.  The meeting was attended by approximately 65 people, including Tom Koester (Atlantic District President), Colleen Marinari (Atlantic District Executive) and Mike Lichtenberger (Atlantic District Coach in Chief).  Leo Boylan, our District Referee-in-Chief, chaired the meeting, which lasted about 2 hours.  Other attendees that were invited were any evaluators, instructors and assignors in the District as well as various other leaders from the Atlantic District.   Below is a summary of each speaker and their comments.</p>

<p><strong>Leo Boylan</strong> opened and closed the meeting with a constant message that this is "your" District and he wants input and help from everyone who is interested.  He will certainly guide programs, but wants ideas and will willingly accept help from all of us.  Leo outlined his plans for structure in the future and told everyone that he hoped to have this laid out at the beginning of the summer.  In the meantime, a re-cap from the USAH winter meetings included:</p>

<ul>
<li>Registration numbers are down in the district and nationally.</li>
<li>2013-2014 will be a rule change year and after that, rule changes will be every 4 years</li>
</ul>
 
<strong>Tom Koester</strong> and <strong>Colleen Marinari</strong> spoke about the appointment of Leo and welcomed him then moved into a discussion on the fee structure for next year.  USA Hockey will increase the fees by $10.  The Atlantic District will charge $10 next year, as opposed to the $25 in the past, however each official will have to do their own online screening, which will cost $28.  The District decreased their fee to offset the majority of this cost.  These screenings will be mandatory and if an official does not have one done (date to be determined) they will lose their ability to work in the District.]]>
        <![CDATA[<p><strong>Mike Lichtenberger</strong> spoke briefly to welcome Leo and talked about making the coaching and officiating programs work closer to create a better relationship between coaches and officials.<br />
 <br />
<strong>Marty Maglio</strong> spoke about the Seminar Program and Instructors.  He thanked all the officials in the District and the Instructors for their patience in moving the seminars around Hurricane Irene.  The constant contact system seemed to prove very valuable in getting the information out in a timely manner.  Marty emphasized that the seminar program is going to embrace change and wants ideas for how to improve the seminars.  We had 15 seminars with about 2300 officials last year and the plan is to be in the same areas this year, but Marty and his staff want to make these seminars even more valuable and want your help and input as to what you like and do not like and what changes they can make.  Marty is also going to create a panel to evaluate the seminar process from A to Z - if you are interested in joining this panel, please contact Marty directly.<br />
 <br />
<strong>Bill Maurer</strong> then spoke about the enhancements in the evaluation program, most notably the on line evaluation system.  This system will allow the evaluations to be more consistent and the content to be analyzed and used in conjunction with the seminar program to develop topics, presentations and videos to better teach our officials.  Thus far this season, there have been 152 officials evaluated - a solid number, but we hope to have even more moving forward.  Bill is going to lead the efforts to further grow our shadow and mentoring programs to help young and new officials develop their skills and hopefully retain more officials.<br />
 <br />
<strong>Ian Walsh</strong> is the leader of the Atlantic District Summer camp program which provides the recommendations to the District and USA Hockey for our candidates for the Regional, National and other camps.  Ian is also the Director of the Atlantic District Summer camp that is intended to provide those going to USA Hockey camps with e pre-camp experience that will help them when the get to their camps.  If you know someone who should be considered for summer camps, please forward their name to Ian or Leo for further consideration.<br />
 <br />
<strong>Mike McDevitt</strong> and <strong>Jim Doyle</strong> spoke about the assignors in the District.  They are going to be leading an effort to take these important people and look at the process and how it works around the District and look for improvements and modifications that can be made.  One of the important links that will be looked at it the link between assignors and evaluators to make sure that we can get more officials evaluated each year moving forward.  They will be working with Leo to put together a loose list of guidelines, understanding that each area is different and poses challenges of its own.<br />
 <br />
<strong>Ken Haas</strong> spoke on behalf of the Atlantic District as the Risk Manager.  The main point that Ken wanted to make was that we need to be cognizant of when we are working under the guidelines of USA Hockey and when we are not.  All it takes is one person not being covered under USA Hockey to cause issues with insurance coverage should something happen.  If there are questions on this, Leo or Ken should be contacted.<br />

The main focus of the meeting is that there are going to be opportunities to get involved moving forward.  If you have ideas or are interested, please let someone know!         <![CDATA[<p>Earlier today, USA Hockey announced that <strong>Leo Boylan</strong> of Chalfont, PA has been appointed the new Referee-in-Chief of the Atlantic District.</p>

<p>Leo brings a wealth of on and off-ice officiating knowledge and experience to the position which will help continue to strengthen and develop the district and USA Hockey.  He has been a member of the officiating staff of the <a href="http://theahl.com/">American Hockey League</a> and the <a href="http://www.ecachockey.com/men/officials/Boylan_Leo">ECAC Hockey League</a> for many years.  He also works with the off-ice officiating staff for the Philadelphia Flyers on behalf of the <a href="http://www.nhl.com/">National Hockey League</a>.  Leo has also worked international hockey as an IIHF-licensed official.</p>

<p><a href="http://www.nhlofficials.com/display_news.asp?articleID=246">Leo received the Mike Condon Award for Outstanding Service</a> to the American Hockey League in 2008.</p>

<p>Please note that the information contained in this memorandum is consistent with the stated policies of the Atlantic District Officiating Program since the rule changes for the 2011-2012 season were made public. <p>Date:    September 30, 2011</p>

<p>Re:    Rule 615(c) - Fighting</p>

<p>There has been a lot of discussion regarding the new rule change to Rule 615 in regards to Fighting and removal of the helmet. This memorandum serves to clarify any misconceptions and misinterpretations our 26,000 USA Hockey Officials may have. Please note this memorandum is a product of the USA Hockey Rules Interpretation Committee and should supersede any contradictory presentation or interpretation given by any member of USA Hockey (volunteer or staff).</p>

<p>To start, Fighting is a strict Point of Emphasis among the USA Hockey Board of Directors (the governing body of USA Hockey) this season. The general message that should be understood by all players, coaches, and officials is that under no circumstances should fighting be tolerated at any level of our game. The act of fighting threatens the safety of all players and the integrity of our game, and it should not be condoned by any official, coach, or parent.</p>

<p>The official interpretation of Rule 615(c) is as follows,</p>

<p>Paragraph 1: "A game misconduct penalty shall be assessed to any player whose helmet/facemask comes off their head during an altercation." - This means that a player is responsible for wearing his helmet properly during a game. If his helmet is removed during an altercation (whether deliberate or not) and the officials deem that the helmet was not worn properly by the player (straps too loose, unfastened, or missing, etc.) then that player shall receive a Game Misconduct in addition to all other penalties he incurs during the altercation. </p>

<p>Paragraph 2: "A match penalty shall be assessed to any player who deliberately removes his (or opponent's) helmet/facemask prior to or during an altercation." - This rule states that anytime a helmet is removed deliberately by a player (either his own or an opponent's) during an altercation, a Match Penalty must be assessed under Rule 615(c). A deliberate attempt to remove a helmet can be defined as holding, pushing, or punching the helmet or facemask of the opponent.</p>

<p>The purpose of this rule is to,<br />
<ul><br />
	<li>Hold all players accountable for wearing the mandatory equipment properly</li><br />
	<li>Prevent all types of contact that targets the head</li><br />
	<li>Prevent all types of altercations in general</li><br />
	<li>Prevent any deliberate removal of head protection during the game</li><br />
</ul></p>

<p>The judgment is very limited and restricted to whether the removal of the helmet is deliberate and was the helmet worn properly? To help with the understanding of these rules and interpretations, we have provided several scenarios beyond the ones contained in the 2011-13 USA Hockey Playing Rules Casebook.<br />

        <![CDATA[<p>Playing Rule Interpretations Specific to this Rule</p>

<p>Currently Existing in Casebook</p>

<p>Situation 12</p>

<p>Opposing players are involved in an altercation and their helmet(s) come off during the altercation. It cannot be determined how the player's helmets came off. Does this constitute a rule violation?</p>

<p>Yes. Rule Reference 615(c).</p>

<p>All players are responsible for properly wearing their helmet and facemask at all times. If a players participates in an altercation without their helmet properly worn then they should be assessed a game misconduct penalty along with any other penalties they may have incurred as a result of the altercation.</p>

<p><br />
Situation 13</p>

<p>Two players are involved in an altercation and during the altercation one player reaches over and deliberately removes the helmet/facemask of the opponent. What penalty is assessed?</p>

<p>A match penalty. Rule Reference 615(c).</p>

<p>A match penalty must be assessed to any player who deliberately removes his, or opponent's, helmet prior to or during an altercation.</p>

<p>The Linesmen should be prepared to step in and separate the players as soon as any helmet/facemask has been removed in order to protect the players from serious injury.</p>

<p><br />
Additional Interpretations (to what is published in the 2011-13 Casebook)</p>

<p>Situation 22</p>

<p>During play, opposing players are battling for position and their actions escalate to be considered an altercation.  When play is stopped, both players remove their own helmets with the clear intention of fighting.  What penalties, if any, should be assessed?</p>

<p>Match Penalty to each player.  Rule Reference 615(c).</p>

<p>Once it has been determined that an altercation (see Glossary) has occurred, anytime a player involved in that altercation deliberately removes their own helmet, a match penalty must be assessed to that player in addition to any other penalties being assessed as a result of that altercation.  Fighting penalties do not have to be assessed when applying Rule 615(c).  In all instances where a helmet has been removed, the Linesman should work quickly to separate the players and minimize the continuation of the altercation.</p>

<p>Situation 23</p>

<p>During an altercation, Player A deliberately targets the helmet, or head area, of the opposing player who is properly wearing his helmet.  As a direct result of the actions of Player A, the opposing player's helmet comes off.  What penalties are assessed to either player?</p>

<p>A match penalty is assessed to Player A.  Rule Reference 615(c).</p>

<p>The helmet being removed during the altercation is the result of a deliberate action by Player A.  In this instance, the opposing player is wearing his helmet and chin strap in the proper manner and the only way the helmet is removed is a direct result of the actions of Player A.  The player whose helmet comes off should not be penalized under this rule since his/her helmet was being properly worn and the helmet coming off was not a result of his actions.</p>

<p><br />
Situation 24</p>

<p>Opposing players are involved in an altercation.  Player A's helmet chin strap is not properly fastened and his helmet comes off of his head during the normal course of the altercation.  The Referee determines that the helmet was not removed as a direct result of any deliberate action committed by the opposing player.  What penalties, if any, should be assessed?</p>

<p>A game misconduct penalty to Player A.  Rule Reference 615(c). </p>

<p>All players are responsible for properly wearing their helmet and facemask at all times. If a player participates in an altercation without their helmet properly worn then they should be assessed a game misconduct penalty along with any other penalties they may have incurred as a result of the altercation.</p>

<p><br />
Situation 25</p>

<p>Opposing players are involved in an altercation.  Player B removes his own helmet and proceeds to continue the altercation.  Player A's helmet chin strap is not properly fastened and his helmet comes off of his head during the normal course of the altercation.  The Referee determines that A's helmet was not removed as a direct result of any deliberate action committed by the opposing player.  What penalties, if any, should be assessed?</p>

<p>A match penalty to Player B and game misconduct to Player A.</p>

<p>The match penalty is assessed to Player B for deliberately removing his own helmet.  The game misconduct penalty is assessed to Player A because he was not properly wearing his helmet and it came off during the altercation.  Both penalties are assessed in addition to any other penalties incurred during the altercation.</p>

<p>Situation 26</p>

<p>Player A gets involved in an altercation and removes his own helmet.  He then deliberately removes his opponent's helmet.  What penalties should be assessed?</p>

<p>Two match penalties are assessed to Player A.  Rule Reference 615(c).</p>

<p>In this instance, one match penalty is assessed for removing his own helmet and a second match penalty is assessed for removing the opponent's helmet.  For the purpose of this rule, these actions are considered two separate actions that each call for a match penalty to be assessed.</p>

<p>Note 1: If more than one Match penalty is assessed to the same player or coach, the hearing period of 30 days (as noted in Rule 405c) remains at 30 days and is not extended beyond that period of time regardless of the number of Match penalties assessed.</p>

<p>Note 2: The Referee is provided some latitude in the penalties he may impose under Rule 615(c). This is done intentionally to enable him to differentiate between the obvious degrees of responsibility of the participants for either deliberately removing their own (or opponent's) helmet and/or improper wearing of their helmets.  In either instance, USA Hockey strongly discourages fighting and the safety of the players must be the first priority in enforcing these rules to prevent serious injury.  The onus is on the player to properly wear all protective equipment in the manner it was intended and to not commit any actions that compromises the safety of their opponent</p>

<p>Situation 27</p>

<p>What guideline should be used when determining if a chin strap is being properly worn?</p>

<p>If the space between the player's lower jaw and the chin strap allows for two or more of the player's fingers to be inserted into that space, then the chin strap is not being properly worn.</p>

<p><br />
Situation 28</p>

<p>Team 'A' player is assessed a major penalty plus a game misconduct for fighting (Rule 615a).  He is also assessed a Match penalty for removing his helmet during that altercation (Rule 615c).  Should the Team 'A' player also be assessed a game misconduct under Rule 403b (Major Penalties/Two Majors in a Game)?</p>

<p>No.  Match penalties should not used to satisfy Rule 403b (Major Penalties/Two Majors in a Game).</p>

<p>All officials should remember that an altercation does not need to be considered a fight for Rule 615(c) to be assessed. This rule would apply in an altercation where at least one player will receive a penalty (see Altercation in USA Hockey Rulebook Glossary).</p>

<p>Furthermore, with proper execution of judgment and excellent hustle to separate players after the whistle, these types of situations can be prevented by the officials. That being stated, all players are responsible for their actions and will be held accountable for wearing all mandatory equipment properly and avoiding altercations before, during, and after the game.</p>]]>

<p>His/Her duties shall be:<br />

(1) Appoint local supervisors of officials. They shall carry out all of the duties of the referee-in-chief in the designated area prescribed by the district referee-in-chief.<br />
 <br />
(2) Distribute applications for referee registration to new officials.<br />
 <br />
(3) Assist all officials with the completion of the direct registration process. He/She shall have the ultimate authority to determine the acceptability of an official. He/She may delegate his/her authority to a local supervisor of officials.<br />
 <br />
(4) Distribute the proper referee manuals at district seminars. (Note: These manuals may not be sold, except through the USA Hockey national office. They are for properly registered USA Hockey officials only).<br />
 <br />
(5) View the work of the officials whenever possible and offer constructive criticism. Institute a district evaluation program.<br />
 <br />
(6) Upon request, assign and supervise officials for sanctioned USA Hockey tournaments.<br />
 <br />
(7) The district referee-in-chief shall not assign referees for USA Hockey games, with the exception that he/she shall assign and supervise all referees and linesmen for any regional and/or national championships within the district.<br />
 <br />
(8) Schedule and conduct seminars for the purpose of improving officiating techniques and uniformity by forming trained seminar staffs in each major area of his/her district, who shall be responsible for conducting various level seminars in their area.<br />
 <br />
(9) Seek out and encourage new young people to become officials.<br />
 <br />
(10) He/She shall be a member of an appeal board to hear any appeal of a referee suspension levied by a local supervisor of officials and/or the local amateur hockey governing body. (See Bylaw 10. SUSPENSIONS & RESOLUTIONS OF DISPUTES).<br />
 <br />
(11) It is strongly recommended that he/she not be a member of a review board that has the authority to suspend a player, team or league official or spectator. His/Her opinion may be expressed, but he/she shall not have a vote on the action to be taken.<br />

(12) Disseminate official interpretations of the USA Hockey Playing Rules Committee.<br />
 <br />
(13) Forward to the rules committee any recommendations for rules changes.<br />
 <br />
(14) Assist in the development of educational materials and serve on a committee to develop such materials if requested.<br />

(15) Prepare an annual report of his/her activities.<br />
 <br />
(16) Maintain complete financial records of all income and expenses, such records shall be subject to review and audit by the Audit Committee of this association and/or their designated representative. <p>Constant Contact, our email list management service, automatically filters out officials who give the same email address as another official when they register with USA Hockey.  Most email list management services that we evaluated also do this, so we couldn't really avoid the problem.</p>

<p><strong>As a result, every official should have their own email address, despite the fact that USA Hockey doesn't require this</strong>.</p>]]>
        <![CDATA[<p>Sharing the same email address with a parent, a brother or sister often means that you won't get your own copy of the newsletter.  You may also miss out on an email notifying you of cancellation of a seminar or other targeted information we send you based on your registration level or registration status.</p>

<h3> Is Your Email Address Out-of-Date?</h3>

<p>Another problem we've noticed is that officials who are registering as "returning" officials from last season sometimes forget to change their email address if it's necessary during the registration process.  This is because USA Hockey identifies you as a returning official, presents the same registration data to you as last year, and asks if the old information is OK.</p>

<p>Many people who have changed their email address within the past year say "Yes" without reading the entire page of information.  They end up getting no email messages from USA Hockey or the Atlantic District as a result.</p>

        <![CDATA[<p>It is with great sadness that we report the passing of <strong>Tony Mariconda</strong>, the Atlantic District Referee-in-Chief.  Tony passed away this afternoon after a valiant battle with cancer.  He was 67 years old.</p>

<p>Tony became the Atlantic District Referee-in-Chief in 1999 and among his many accomplishments, he was the Camp Director of numerous USA Hockey Officiating Regional and National Camps; helped produce the USA Hockey Seminar Instructor Program and the original USA Hockey Officiating Evaluation Program.</p>

<p>Tony is survived by his wife Joan, two sons and daughter's-in-law Philip and Susan Mariconda, and Paul and Holly Mariconda, and his beautiful grandchildren.  Tony and Joan were both recently named to the Atlantic District Hall of Fame.  Joan is an AAHA board member and a USA Hockey Director.  Philip and Paul are both veteran ice hockey officials.</p>

        <![CDATA[<p>The Atlantic District Officiating Program sent the following email message to all officials who were scheduled to attend the Atlantic District Level 4 Officiating Seminar on Wednesday, August 31:</p>

All Participants:

<p>The Atlantic District Level 4 Officiating Seminar has been rescheduled to take place on Sunday, September 11th from 10:30 AM to 7:00 PM at The Igloo, Mount Laurel, NJ.  Please... confirm your registration to this rescheduled seminar.</p>

<p>If for any reason you cannot attend this seminar as previously registered, please contact Dave Zulla at <strong>david.zulla&nbsp;[at]&nbsp;verizon.net</strong> immediately.</p>

<p>I want to thank all the officials who were scheduled to attend this for your understanding in this matter.</p>
